A report reviewed progress on reducing the number of women prisoners. It called for a new duty on courts to consider the impact of imprisonment on women who already had mental health problems, and on children.

A report said that the key to halting the rise in the number of women prisoners was to stop sending so many women to prison unnecessarily, continue to develop appropriate alternatives for drug abusing offenders, improve drug services in the community, and stop expecting the criminal justice system to provide a quick fix for a complex problem.
